Hi. Can you make a Ranged attack against a unit that is already engaged? (Considering the unit making the ranged attack is not engaged)

Hi! Is it possible to push a character who is standing on elevated terrain (a bridge for example) off of that terrain piece? The core rules specifically state that you cannot push some one up to a higher elevation but does not speak of pushing someone down to a lower elevation.
