If Bossk with 2 wounds - during a round where he has played Reptilian Rampage - takes a third wound to perform a move action, can he immediately trigger Charge (granted by Enrage 3) off that move; presuming of course that he moves into melee with an opposing unit?

Does the reinforce effect (adding an evade result during the Neutralize Results step) count as the defence dice being "modified" for the purposes of Dead To Rights, Midnight, and any other effects that prevent defence dice being modified?
