Does Luke's effect ("treat the enemy ship as having no shields") supercede implacable's effect while Luke is attacking Implacable or can the Aclamator still use the effect to use front shields to reduce damage that would otherwise go straight to hull?

Does a ship have to be at distance 1 of the VIP objective token at the moment the dial is revealed? Or could another effect like Ezra's that shares the 'when you reveal a command' timing window happen first to potentially bring the objective token into dist. 1 of the ship, which could then remove the token? Thanks!
