Are these abilities able to target a unit wholly within range one or in the case of mechanical rampage within melee?

or are they not able to as the text read “at” range 2

Hello,

If only a single range value is shown, that is the maximum range for that effect. Both the Ruthless keyword and the attacks from IG-11's Mechanical Carnage command card may affect units at range 1 as well.
