Improving Attack Dice and Jar'Kai Mastery

Jar'Kai mastery says that "For each dodge token spent, improve 1 attack dice result" but I can't find anywhere in the rules that says what it means to improve an attack dice. Does it mean:

1. Convert a surge to a hit

2. Convert a blank to a hit

3. Something else

Hello,

Improving attack dice means changing a blank to a hit result, or a hit to a critical result. As it is after the Convert Attack Surges step, surge results will have been converted prior.
