Can Directed or Personal Effects stop progression down the combat tree or change other effects?

When going down the combat tree, both Directed and Personal Effects are applied in order of their appearance before moving further down the path, yes?

If so, can a Directed Effect (such as a shove) or a Personal Effect (like a reposition) cause the attacking character to be out of range to continue down the combat tree? In turn, could Push or Pull angles (from a shove or other abilities) be changed as you move down the combat tree (because of a reposition or dash) or is it always based off of the original position of the attacker?

For the most part, yes. Active abilities from the combat tree are an exception.

No

Yes. You set the angle based on the current position of the characters
