It is this outcome. One of your orders may be issued to any unit on the battlefield with the Battle Meditation upgrade card, and you will therefore issue one less order to the units described on your command card to do so. If Yoda has Battle Meditation equipped and plays Luminous Beings Are We, he may choose to not order one eligible unit and instead issue one order to any friendly unit on the battlefield.
