Obi Wan Kenobi's "Patience"

Hey guys, just wanted some feedback on the following interaction: 

I draw 212th Clone Troopers, and decide to reserve them by paying a force. I immediately draw Obi Wan Kenobi after placing the 212th Clone Troopers in reserve. 

1) Am I able to trigger "Patience" to put the 212th Clone Troopers on the top or bottom of my deck, and then place Obi Wan Kenobi into reserve? 

2) If yes, does the top half of Obi Wan Kenobi's "Patience" ability cost a force to place him in reserve?
