Per the FAQ, abilities are resolved in the order on the card. Does that mean the focus action is resolved before Iden/Gideon gains Sharpshooter? Will Iden/Gideon be able to use the extra dice from Sharpshooter as part of their next attack after using Covert Operations?

They will still be able to benefit in this scenario, yes. Sharpshooter does not have to be present before the focus action occurs.
