30 surgetokens Obiwan pip 3 ?

so i meet 11 activation clone army

obiwan pip 3 give surge for each friendly in range 1.. because all is undeployd,obi wan and 2 units get 10 Surge tokens each, deploy first and enemy have INFINITE pile of tokens for turn 1 to "borrow" for his clones..

is this real ?

Hi,

Yes, Obi-Wan Kenobi may play the General Kenobi Command Card Round 1, and generate Surge tokens when doing so as instructed on the card.
