Is compulsory move mandatory?

The new rules read it is a Free Action, but doesn’t say MUST take the action or that it is mandatory. I would assume rules as intended by definition compulsory must be done but for other official ruling.

The Speeder X keyword states that a unit must perform a compulsory move at the beginning or end of their activation.
