I expect results not perfection

For the reckless gambit ability portion of this battle tactic,

it states choose an allied character and enemy it is engaged with…. Does this mean the character that is active can choose any allied character on the table, as no range is described, as long as they’re engaged, then you choose an enemy character that is engaged with that allied character push the enemy character and the chosen allied character takes the three damage, regardless if the chosen character is the one that is currently activating.
