Transport and Cumbersome

Can a unit with cumbersome shoot if it was deployed from a transport? Also, can a unit with cumbersome shoot and then move?

Yes. A weapon with the Cumbersome keyword cannot perform a move prior to performing an attack using that weapon during the same activation. A unit deploys from a Transport during the Transport unit's activation, and so by necessity it will be a different activation when the deployed trooper unit itself eventually activates.
