AI: Action & Scout

When a unit with AI: Action & Scout-X keywords activate Round 1 and is undeployed, is the AI trigger checked before it scouts onto the battlefield (therefore doesn't trigger) or does it Scout onto the battlefield then checks for AI trigger?

Both say a variation of "..at the start of its Perform Actions step.."

Both say a variation of "..at the start of its Perform Actions step.."

Whether or not the unit uses Scout X to deploy, it was undeployed at the start of its Perform Actions step when AI is "checked", and so the unit will not be forced to perform one of its AI actions.
