If multiple attacking units are in melee with a unit and they defeat a model in melee, does only the active unit perform the steps in the "removing miniatures in melee" section on page 35 of the rulebook or both? 

If both, is there an order to the attacker's units(active unit or inactive unit) and what would happen if one unit's leader could no longer get into melee due to not having space for its base and a model from the unit is still in melee?

Any and all units controlled by the attacking player perform the process described in Removing Miniatures in Melee; the defending player will resolve the same steps for their units after all of the attacking player's units have been resolved.

There is not a prescribed order. The player places each friendly unit leader miniature no longer in base contact with an enemy miniature into base contact with an enemy miniature as described. They need not begin with the "active", activating, or most-recently-attacked unit leader.

"If any miniature cannot be placed into base contact with an enemy miniatures during this process, they must still be placed into cohesion.

If, for any reason, miniatures cannot be placed back into base contact with an enemy miniature and none of the miniatures belonging to that unit are in base contact with an enemy miniature, those miniatures do not move and that unit is no longer in melee."
