Using A Smaller Measuring Tool

Could you use a smaller size measuring tool? For example, if during setup I wanted to use a R2 tool for deploying Rebel Commandos from the primary, could I do so or can I only use the R3?

This will depend on the rules interactions occurring at the time.

When instructed to measure a particular distance, per page 16 and the measurement section, you should be using the tool that matches that measurement. You are not necessarily required to use the full distance of that tool though.
