Engage and withdraw

Rules state that you can’t withdraw and engage later. 
 

But can you engage with first action, and then withdraw with second?

Hi there,

"A unit cannot move into melee during an activation that it withdraws."

It may not move into melee in the same activation - before or after! - it withdraws.
