Deployed units and Scout

If a unit is deployed before it is activated (Prepared Position, being Transported onto the battlefield, Command card movement, etc), and it has Scout, can it make a Scout move on round 1 when it activates?

To provide a catch-all answer:

A unit is eligible to use Scout X if it is undeployed when it activates. This precludes Scout X being combined with Prepared Position, Transport, or free moves that were given to a unit prior by a command card. These units are already on the battlefield when they activate, having been set up by another game effect prior.

If a unit is eligible to use Scout X, "it may deploy by perform a free speed-X move action...". The move action granted by Scout X may only be used to deploy, and if a unit deploys by some other means it is no longer eligible to perform the Scout X move action.
