Are 'tactics cards' 'order cards'?

Do tactics cards such as Thrawn's 'grand strategy battle tactics' cards count as 'order cards' for the purposes of rules such as Lando Calrissian's 'Conflicting Responsibilities' rule?

Battle Tactic Cards are Order Cards. This is covered in Appendix D.

Does this mean that a scoundrel allied to Lando will have his chosen tag through the tactic card and the subsequent unit order card as this the entirety of the players turn?  Thanks

Yes
