Cad Bane divulge vs bounty

Hello, if Cad Bane uses the "I now make the rules" divulge, can he announce a bounty after (or before) his markers are placed? Our club claims that there was already an answer to this question on the forum, but I couldn't find it using search.

Hi there,

Both the Divulge: Resolve Setup Effects keyword and the Bounty keyword are resolved during the Resolve Setup Effects step. They can be resolved in either order.
