Demoralize X Clarification

Hello! 

Quick clarification of the wording for the Demoralize X keyword. This keyword reads "After a unit with the demoralize x keyword performs its “Rally” step, add a total of up to x suppression tokens to enemy units at range 1–2".

If a unit has Demoralize 1, would that mean you assign 1 suppression token to an enemy unit within ranges 1-2, or does each enemy unit at ranges 1-2 gain a suppression token?

Demoralize x let’s you had out up to x tokens. You would assign 1 token to a single unit within range 1-2.
