This card only mentions discarding from your hand, whereas Lando's Ace Up His Sleeve card specifies it can be discarded from hand or Contingencies. Because "The Hand Thing" does not have the same stipulation, you cannot play it from your Contingencies. It must be in your Command Hand to be discarded.
