More Amban rifle questions

Folowing up my previous questions:

- Could the special action card of this weapon be used at any range while limited visibility is in play?

- Could be used against a unit engaged in melee?

- Could I guess all these "issues" can also be applied to the whistling birds action card ?

Yes

Because whistling birds is not an attack, it would follow similar rules.
