1 How many of each pip command card should you have in your hand? as there seem to be more of some pips than others

2 I thought Standing Orders was the only 4 pip yet Imperials have Oppression which is 4 pip as well

You do not choose your command hand, it is assigned to you. Special Operations does not follow the normal PIP rules for command hands.

Oppression is indeed another 4 PIP.
