When IG 11 is deployed and declares a bounty on a unit that has infiltrated with covert ops will that count as putting a bounty on an operative?

What if IG11 is deployed first and declares the bounty before they are infiltrated?

Page 30 states under apply dodge and cover that dodges remove the dice from the pool. Does the following situation work like this

A single taun taun model uses ram against a unit with 3 dodge tokens. If 3 hits were rolled on the attack the dodges could be spent and ram would not be able to be used. However if if the attacking dice were all blanks then they can now be used for ram.
