Hello there, 

Let's say my opponent is playing Anakin, and drops the 2 pip Push,  would interrogate turn it into a 3 pip even though it is not an Anakin specific command card is there was a tie?

Hi there,

The Interrogate keyword comes into effect only if a player reveals a Command Card that belongs to a unit at range 1 of one or more enemy units with the Interrogate keyword and there would be a tie for priority. A Command Card belongs to a unit if it is restricted to that unit, such as it functions for the Cunning keyword.

Push is not a command card restricted to any unit.

Interrogate would not treat the pips on Push differently, as that Command Card does not belong to Anakin Skywalker.
