A restriction stated in the newest points document says "scum, standard ships". Is Tracking Fob now restricted to only Scum pilots or like the Guantlet title ruling all restrictions on the card still apply so it's restricted to Scum pilots with the key word "bounty hunters"?

Hawk's ability states: At the start of the End Phase, each friendly ship at range 0-1 that has a revealed maneuver of speed 3-5 may gain 1 strain token to perform a barrel roll or boost action. In the Scenarios, for both Assault at the Satellite Array, and Chance Encounter it states At the start of the End Phase if ships are in a certain range you score mission points. Considering both of these have a similar timing window "At the start of the End Phase", is there a set order? Can Hawk or a friendly boost or barrel roll into range of these satellites?
