For example, After manuver,Dalta-7 use Fine-tuned Contrals to perform a boost action.

If that boost fail,can I perform another action by original action phase or not？

Failing the boost or barrel roll granted by Fine-tuned Controls does not force you to skip your perform action phase. So if you were going to be able to perform an action during the perform action step then you still will be able to (assuming nothing else has occurred to prevent you from doing so).
