Two Strict Orders upgrades

Hello!

I have two commanders with Strict Orders upgrades. When I activate unit with faceup order token, can I use both of them to remove two suppression tokens instead of doing rally step?

Hello,

Two copies of the Strict Orders upgrade card will not "stack" to allow a unit to remove two suppression with a face-up order token.
