Procedure when issuing orders

During the Issue Orders step, what order are players supposed to issue orders?

• Do players take turns issuing an order to each individual unit, similar to deployment?
• Does one player issue all their orders and then the other player issues all theirs?
• Do both players issue their orders simultaneously?

I couldn't find a specific answer in the rulebook and I feel like it can influence player strategy depending on which method is correct.

Hello,

Players issue orders to their units, starting with the player who has priority.

This is the correct option, starting with the player determined to have priority.
