A unit under the effects of Incognito can not be used to satisfy the Victory conditions on an Objective Card, and will lose all effects of the Incognito keyword if it performs an objective card action, among other things. As the process of counting unit leaders near a Bomb Cart on the Payload objective card is neither of these things, a unit leader under the effects of Incognito will indeed contribute and doing so will not remove their incognito status.
