Range between units during Beam Attack

So I understand that when using the additional attacks from a Beam X weapon, each defending unit must be at range 1 of the unit previously targeted. But when in the attack timing does the measurement happen? I ask because it matters if it happens before or after removing defeated minis from the unit targetted first. I can't tell if I do the measurement during "3. Declare Additional Defender" or "11. Choose Additional Attack Pool". The first would mean measuring the distance and determining eligibility for secondary attacks before removing any minis, the latter seems like it would mean measuring distance and determining eligibility after removing minis. And obviously removing minis makes it less likely for the second unit to be at range 1 of the first.

Additional targets for a Beam X weapon are declared during the Declare Additional Defender step. Attacks are declared and range will be checked from first target to the next target (and so on as applicable) before any attacks are resolved or minis are removed.

It is step 3, Declare Additional Defender.
