Palpatine disembarking

If a laat double moved, can palp (1 pip played) attack enemies after disembarking, since these attacks are not actions???

Hello,

As the free attacks granted by And Now... You Will Die are not actions or free actions, they may indeed be performed after Emperor Palpatine performs a disembark move, irrespective of how many moves the vehicle performed that turn prior to the disembark.
