Tactical Strike Face Up

Hi!

The wording of Tactical Strike is 

"When Iden Versio or a <Special Forces rank> unit that has a face up order token activates, it may reduce its maximum speed to 1. If it does, it gains Tactical and Steady."

Given the lack of a comma separating the units named, does Iden require a face up, or just the Special Forces units to gain the benefit?

Iden Versio does not require a faceup Order token to benefit from the text of the Tactical Strike Command Card.
