Marquand Fixed:Front Melee

Major Marquand's weapons have both the fixed front and the melee symbol. 

If an enemy unit is in base contact with major Marquand in the side or rear, is he able to perform a melee attack against that unit or are they ineligible targets since they are out of his front arc?

To add a weapon that has the Fixed: Front keyword to an attack pool, the defending unit must have at least one of its miniature’s bases partially inside the specified arc. This does apply to melee attacks as well.
