Maintenance Bay - Are the bars impassable

Are the bars circle in yellow impassable? In other words does a unit need to climb over the top bars or can they go through the hole in the middle? Or can it be defined that a u it can go between the top and bottom bars?Our thought process for why it may be impassable is the bars on the top is higher the. Height 2.

The first picture will show the bars in question and the second will show that the top bar is above height 2.

The rules provide you definitions you can apply to terrain and explanations about how that will function in game, but how those are applied to a physical terrain piece is always a conversation between the players, there are no set definitions. You could choose to define it either way.
