Is below the proper order this would work or would the Cunning keyword affect the outcome? The blue player is Rebels playing Hold at any cost, giving out the aims and standby tokens. Then the red player resolves Annihilation Looms stripping the standby tokens from the suppression tokens added. Alternatively The blue player is Empire playing Annihilation Looms and gives out the suppression tokens. Then the red player resolves Hold at any cost, giving out the aims and standby tokens which are not lost due to the suppression they already have. As both cards do not have a specific timing, they are resolved in step 2, starting with the Blue player. Both of your scenarios are the proper sequence of events.
