When a unit selects multiple defenders, it performs an attack against each of them, as per the Choose Additional Attack Pool step of the attack sequence. Yes; a unit may benefit from the effects of the Up Close & Personal upgrade card for each target that meets the requirements specified on the card (ranged attack at range 1-2).
