There are two separate entries for the attacker deploying corps and vehicles starting in round 2. If the attacker has both a set aside corps and vehicle do they deploy both or do they have to pick one?

Are the mercenary order restrictions a core rule or a specific rule? In other words, can I override the restrictions with things like "comms relay" and "battle meditation"?
