Does each instance of a 5 dice attack granted by an Active, Reactive or Innate ability grant the target a defense roll? I assume yes in general. 
 

And more specifically, if Kalani’s Tactical Network is triggered from the combat tree would the target get an additional defense roll? I assume no, because it is part of the original attack by the active character. 

I haven’t seen this mentioned anywhere in the CRB or supplemental materials, unless I’ve overlooked it.

All attacks go through the attack timing which does include defense rolls.

Yes. When Tactical Network grants an attack to another character that attack will proceed through the entire attack timing chart including a new defense roll.
