Can Padme or R2 play Ploy?

Can Padme or R2 play 'Ploy'? Or is the second line of text only there to allow bounty hunters to use this card? Thanks!

Hi,

The Ploy Command Card has the "Mercenary Commander or Operative" restriction.

As Padmé Amidala and R2-D2 are not Mercenary units, they may not be the nominated Commander when the Ploy Command Card is played.
