This ability states: "At the start of this Unit's activation, it may remove [damage][damage] or one condition from itself, then refresh [force]."  If Vader has no damage or conditions, can he still recover 1 force, or is he required to remove 2 damage or a condition in order to recover the force point?

Yes, he may. The force refresh is not conditional on the damage or condition removal.

Good to know!

Is there some general guidance we can apply when confronted with language like this? It would be useful to be able to know what differentiates this instance from other "then" cases.

Thanks.

Your looking for language that explicitly references a conditional statement like that found on Fierce Protector from Ahsoka Tano, Jedi No More. The second sentence starts with "Then, the character that moved..." which is conditional on the character having actually moved.

Not to sound dense, but does that mean that it's having a second sentence that starts with "Then" that makes the difference, and we can look for that structure as our standard 'we can figure it out ourselves' guide?

If so, cool. It's good to have clearly defined keys to look for. 👍

No. In that particular sentence, its the words after the "Then" that are important.

"Then, the character that moved..." - This is the condition

Ah. I think I have it now. Thanks.
