"Are you Refusing my Request?" can you lose momentum in position 8?

Hello there!

If you just have the starting momentum in the 8th position and you use IG11's "Are you Refusing my Request?", don't wound an enemy unit, do you lose that only momentum token?

When IG-11 uses "Are you refusing my request?" at the start of a struggle and doesn't wound the defender is a momentum token removed from the #8 space of the momentum tracker?
