Fistfull of credits bounty hunters help

Have a question about the bounty hunters skill tools of the trade..

If you choose to gain sharpshooter(2) or impact(2) how can this be used for attacks since you will need to spend 1 action to gain focus, then a 2nd action on tools of the trade? 

Am I missing something?

Active abilities do not use actions unless they explicitly call for an action.
