What is the practical impact of effects (disarm and expose) that remove dice from a roll?

Step 6 A.i and B.ii from the respective parties resolves effects that remove dice.

In this context are they (for simplicity) removed from the tray?

Could they later be rerolled?

As expertise is 6.C - can you then also reroll (Cody, Hunter etc.) Into expertise results for calculation?

Those dice no longer exist for that roll.

Note that disarmed and expose occur at the start of step 6, before any other effects that are not also specifically at the start of it can occur.

No. Dice removed from the roll cannot be interacted with in any way during the remainder of that roll.

Correct, the dice are not changed to failures, they are removed from the roll entirely and effectively no longer exist.
