A squadron that is given the "Counter" keyword or has its "Counter" increased provided by TI-99's effect would only resolve with an unactivated squadron. A squadron activated by "Dutch" Vander would not be able to conduct a "Counter" attack if it does not have that keyword printed on its squadron card and a squadron with the "Counter" keyword cannot increase its "Counter".
