Faction Starter Standard Loadouts using Individual Cards

Since the starter packs come with standard loadouts (SLs) that simply use existing pilots and upgrades, can we build those SLs using the individual cards while still calling it the "standard loadout" for cost purposes, or will we be required to have the physical SL cards that comes from the starter pack in order to fly the starter SLs?

At official events, Standard Loadout Pilots must be represented by their Standard Loadout card.
