Strained timing

Scenario- B2 declares attack, uses Saturation Fire, finishes attack. 
 

Does Strained go off on attack cause it started first, or on Saturation Fire cause it ended first?

Follow up- if the later is true does it also apply to a move before a heal on the combat tree?

Strained would Trigger and Resolve from the use of the Reactive ability, as it reaches "after the effect is resolved" first.

Most likely, but specific examples are required to say for certain.
