Then when round 2 starts, if Cad isn't on the board, are you not allowed to play Cads command cards? His card is Divulged during the "Deploy Units Step". A commander needs to be on the board to use their Command Cards, so if you have not revealed him/Cad has not been revealed at the start of the second round, you would not be able to play one of Cad Bane's command cards during the second round.
