How does Razor Crest title work with the restricted/ban list

The banned/restricted card list is explained in the rules document as a portion of list building restrictions, and is not mentioned anywhere else within the rules.

Currently, inertial dampeners is banned in standard and there are no restricted cards. 

We have seen other cards that allow for typically 'illegal' loadouts, like Cikatro Vizago or Agent Terex, so I thought this is worth asking.

Would the Razor Crest title allow for inertial dampeners? Or a 5th restricted upgrade card if there were restricted cards?
